When I go on the main menu the extension packs are listed as owned (given that i bought them) but i can't use them, because i need the Sims4 game in itself even though I'm looking at that note on the Sims4 menu please help.
Assuming that you load your game through Origin they should install when you redeem the code/buy them.
I would close the game and check they are installed through Origin as that is where the installation will happen.
If they are installed just press play - you don't individually select what packs you want to play, it's all loaded into the main game.
Tor expansion packs or add on content you have to go into The Sims 4 directly and go to expansion packs. Click the pack you bought and it should take you to the Origin pack info screen. There should be a button that says download. Click it and Bam! Ya did it!!!
