I cant make a business

For some reason i dont have the option to make a business, i've watch tutorials and everything, does it require a special sims edition to get a retail store or restaurant or something? 
I've got the game for free from origin. --> I have enough money for a business but i've tried everything, going to another sim, restarting sims4, everything.. nothing worked.
