Check if you have enough free space on the drive where the game was installed.
Uninstall Origin using the Revo - free version. It will clear all traces of Origin from your computer
https://www.revouninstaller.com/revo-uninstaller-free-download/
and download new Origin from here
http://origin.com/download
Then fix the game in Origin
Origin/Library - right-click on TS4 - option "Repair game"
You have to wait until Origin will fix all packs, not only the base game.
It may take a while if the files in the installation folder are damaged.

@kreatora i did everything you said but when i tried to repair game the same thing showed up. what should i do?

Unfortunately, it looks like you should uninstall the game in Origin.
Something wrong happened in your installation folder.
Right-click on the TS4 option: "uninstallation"
Then install the game once more from Origin.
The reinstallation process takes place in the game's installation folder in the Program Files folder. Your second game folder with saves and the library is in the Documents folder, so the saves and library will not be affected. However, just in case, copy the saves and Tray folders somewhere outside the game.- 6 years ago@kreatora i uninstalled it but i cant install it again. the same thing shows up! ☹️

- In some cases, when installing or attempting to play, the game will ask you to grant access to the Documents folder. If you accidentally didn't grant this access, go to System Preferences -> Protection and Privacy -> Files and Folders, then find "The Sims 4" in the list and mark there the Documents folder to share this game folder.
- Are you on Mac or PC?
If you are on PC
Check if Antivirus/Firewall or Windows Defender isn't blocking Sims 4 and Origin. Add Origin and TS4 to the exceptions there or turn it off
