@MootjeMo58 Try setting exceptions for TS4_x64.exe and Origin.exe in McAfee. If that doesn't help, try uninstalling it, at least temporarily; it's possible McAfee has some other setting that's interfering. The support website has instructions for uninstalling, including a tool you can use.
If that doesn't make a difference, please run a dxdiag and attach it to a post.

I'm done, install and play with firewall off did not work. I decided not to stop mcafee in total.
I don't believe in games that need so much effort to install. I spend too much time on it now.
Only option I'm willing to try is that my registraion of sims 4 is removed so I can install with another account with a functioning mcafee.
Thanks for your efforts to help. Much appreciated.

Yesterday I found out I could contact EA themselves.
This is their reply:
EA Desktop is a new client that basically does the same thing as Origin.
Before installing EA desktop, please make sure that everything related to Origin/The Sims is uninstalled.
Be sure to uninstall Origin manually/the hard way before installing EA Desktop: http://bit.ly/ManualOriginUninstall….
Next, to be extra sure nothing interferes with your game, create a new Windows account: https://bit.ly/CreateWindowsAccountW10…
Do a clean boot: http://bit.ly/Clean_Boot.
Once all that is done, please install EA Desktop from here: https://ea.com/ea-desktop-beta.
As you can see here, the client is still in open beta, so support for it is limited, but hopefully it'll do the trick for you.
I did not do the clean boot and extra local user account. I'm done with EA.
Games should play without problems, the problems that I have occured since their november 2020 update. So I bet I'm not the only one, so maybe EA will solve that in the future.
I'l try again in a year or so, or maybe if their new EA Desktop app is no longer a beta version.
I don't like beta prgrams on my computers, you never know what other problems they cause.

You have Mcaffee AND malwarebytes? At the same time?
I'm willing to bet THAT's your problem right there. Having two scanners running at the same time on the same computer, both fighting for control will only make your PC go bonkers.
You don't need two scanners. If one isn't doing the job, you need to trash it and get another. Not run two. I'd stick with Mcaffee and dump the other one. See if that helps.
