This solution worked for me!
I deleted anything of Sims 4 in add and remove programs then did this as someone else suggested on here.
I opened internet explorer and went to the www.Origin.com website but did not login. I clicked the little gear wheel in the top right corner of the browser.
Click Internet Options
Click Security Tab
Click Trusted Sites
Click Sites in the little box
A window popped up & had the origin web address in the 'add this website to the zone' box.
Click Add
Click Close
Then I installed it again as per directions and it worked out and asked for the second disc. Have been playing all eve so getting used to the new Sims.
The only thing once you click on the desk top icon it will open by origin having to use the internet. I was sure I heard you dont need the net with this new Sims 4. After reading a lot of posts I havent come across anyone talking about that point. On the upside it works this way.

Give @aarshiya 's workaround a try if the steps advised in my previous message do not help. 🙂

I can only assume that the 2nd disk is the soundtrack bcus my first disk, disc 1 installed fine and included all premium content such as the animal hats, up all night and life of the party. I have all of that so I really don't know what else to say, do or think.
I don't get it and I wish someone from Ea knew exactly what disc 2 is.

The 2nd disc definitely contains install data, about 600Mb of it (some of it, for instance, is in-game lots). But if you're connected to the Internet there's a good chance that Origin downloaded install data on the fly. 🙂
