Inaccessible mouse hole and sim continuously buying food from cart
The apartment in question is 1313 21 Chic Street in the Fashion District. The mouse hole in the living area is inaccessible to sims so neither the active sim nor the landlord can deal with the mouse infestation.
My sim quite successfully used "obliterate!" on the mouse hole in the bedroom, but the one in the living room gives route fail. She was somewhat unhappy, then tense and is now angry, and there is no way to deal with the mouse hole as it is an "undeletable" object so I suspect her mood will continue to plummet the longer she lives in this mouse infested hell hole.
Also, the buying food from a cart bug is not totally gone. There was no festival, my active sim autonomously decided to buy food from a cart. I had to stop her from buying more after she had already ordered and paid for 5 plates of food, and had not eaten any of them. They seemed to be getting assigned to other sims as NPCs kept coming up to the cart and grabbing the food she had paid for, while she kept ordering more and more plates of food.
Windows 8.1, all EPs, GPs and SPs installed and no mods other than some makeup but I doubt eyeliner is causing any of this.
ETA: I figured out the issue with the mouse hole. There was a shelf with some snow globes around head height, preventing the sim from routing to the mouse hole to throw in the trap. While this is a bother, it's not game breaking. If an object is going to interfere with the functioning of the mouse hole, it would be nice if the game prevented it from being placed.
