Confirmed. Get To Know is working less than 50% of the time for me. I have no mods or CC, and I've never had any. The Sim I'm playing has met several other Sims since the update and had this problem with all of them.

Steps: How can we find the bug ourselves? Take your active sim and click on another sim to open the dialogue menu. Choose friendly interactions and queue up Get To Know, Ask About Career, Get To Know, Brighten Day, Get To Know
What happens when the bug occurs? I only learn 1 or 2 traits instead of all 3.
What do you expect to see? I expect to learn all 3 traits of the other Sim. I've been using this type of routine for years and in the past I have always learned all 3 traits.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

@crinrict This should probably be moved to Bugs. Doesn't seem like a Technical issue.
Get To Know (GTK) does have a cooldown, that's why I usually queue it up. GTK seems to be working correctly for the last of three interactions, it's the first and second ones that don't provide trait information. I just tried it again after deleting the localthumbcache file and I'm still having the same problem. So far, I've only been playing one Sim since the update, so I plan to try some other Sims and I'll also try using GTK without queuing it up and queuing just two GTKs. Any other suggestions would be welcome.
I tried a different Sim in a different save. If you have two Sims talking to each other, Get To Know only seems to work when it is the last interaction in the queue. Even with just one Get To Know, I didn't learn a trait if I had any other interaction after it. This makes it almost useless, since I almost always use a full queue for conversations.
I also tried one group conversation with two Get To Knows in the queue and it functioned normally, allowing my Sim to learn two traits from the same Sim. I've only made one test though.
