@nikoy025 I moved your post to the Sims 4 tech section, since this is a game-specific question.
No, that computer is not going to handle TS4 very well at all. Its processor is fine (although not ideal) and it has enough RAM. But it doesn't have a dedicated graphics card. The Intel 620 is weak even by the standards of modern integrated cards, and it wouldn't run all TS4 packs on anything more than the lowest settings. As more packs are added, it might be difficult to get any kind of decent play experience out of this laptop.
Just as important, this is not built to be a gaming computer. It lacks the cooling to run even a moderately demanding game like TS4, which will generate a lot of heat, especially on an overtaxed graphics card. Less immediate but still worth considering is the small amount of storage. 256 GB will get used up quickly, and it doesn't look like there's a way to add a second internal hard drive.
I'm not sure what your budget is, but Samsung lists this model at $1100 U.S. For that price, you could get a laptop that would run all TS4 packs on the highest settings, now and in the future. A touchscreen would be much harder to find, as would a model that folds back to give tablet functionality. But models that do that are almost invariably going to have weak graphics and poor cooling.
Anyway, if you post your budget and country, I can look for better options for you. Please let me know what features you need, and if you have other games or apps you'd like to run.

@nikoy025 The thing is, a gaming laptop will weigh more than one for casual use. Among other things, it requires sufficient cooling, including fans, and that's going to drive up the weight. For example, on one site, I couldn't find a single gaming laptop—one with any kind of decent graphics card—that weighed under 4 lbs. The cheapest one under 5 lbs (barely) was $1100, if you're wondering; it is a great computer though.
There are a few lightweight laptops with strong enough hardware to run TS4 well, but their prices tend to start around $1300.
So if you want good hardware, it's going to weigh more than you had in mind. This model is listed at 6.28 lbs, which doesn't seem like a lot to me, but then I'm not the one who would be carrying it around. It has a good processor and an Nvidia 1060 6 GB, a graphics card that will handle TS4 and all packs on the highest settings for the full run of the game. It also has an IPS screen, which is the highest quality.
If 8 GB RAM isn't enough, you can always add more later. Normally I wouldn't recommend Dell because its models are overpriced, but at $800, this one is kind of a steal.https://www.amazon.com/Dell-Gaming-Laptop-G5587-5859BLK-PUS-Anti-Glare/dp/B07CD3MRZD
I just found a 16 GB version, with a 256 GB SSD/1 TB HDD combination, for the same price at Walmart (lol).
If this isn't what you want, the next best option (5.5 lbs) is this Acer. It has a significantly stronger processor than the above, and the same graphics card and quality screen.
If you have any other questions, please feel free to ask.
