@KimsterRaikkonen How many mannequins do you have ? Mannequins count towards the lot maxiumum of 20 Sims (Each Mannequin counts for half a Sim). So if you have > 40 Mannequins on your lot, no one can spawn.

Use MCCC to solve the issue and make the amount of allowed Sims bigger on your lot.
