@ariannaneal Just to clarify, the content folder contains the data from an SDX download. So if you delete the folder, the game will redownload the content. You can disable this in Options > Sims Delivery: tell the game not to auto-download the data.
If you start a new save in Windenburg with no mods or cc present at all, as in, you've removed the Mods folder from the Sims 4 folder, do you still see the weird graphics?

When I open a new save the panoramic picture is not there. It’s just in the save where I originally put the Sims with the CC.
I have a question though. Are you saying that the things in that content folder are not custom content? That’s all internal Maxis stuff? If so I won’t worry about it. It’s just that it says retail somewhere in the folder too. So I assumed it was something very odd. I attached a picture of where it says retail.

I did follow the steps outlined in the thread I was referred to. It did not help at all.
@ariannaneal The content folder definitely contains the data from the Sims Delivery (SDX) feature. The retail.pc.contentmanifest file lists md5 hash numbers, I'm guessing one for each item included in this SDX; you can probably open the file with Notepad to look. (I opened it with TextEdit on my Mac.)
The thread linked earlier only applies if an antivirus is blocking the game from writing to the Sims 4 folder, which it doesn't sound like is the case here.
In the affected save, if you play forward with no cc present, then save your progress, quit, and reload, do you still see the weird graphic? Please use "save as" and rename the save so the original is untouched. If this doesn't help, you can instead try recovering a backup save:

Using "save as" will also prevent the game from overwriting the backups for the current save since it instead creates a new save slot. If this becomes necessary, hopefully one of the backups is unaffected.
