It's the best combination of price and performance I'm seeing on the major sites, and it should be able to run all current Sims 4 content together on mostly high settings. It has enough RAM and storage that neither should be an issue. It's also available for £450 rather than £400 from a different store, if Currys isn't a good option for you.

This is an alternative with a graphics chip that's about the same speed, even though it's a generation newer. It's a bit more expensive but still within your budget:
The "better" option between these two is whichever one you like more.
If you don't like either one, I did see a number of options that are one tier down in terms of performance, at least where Sims 4 is concerned. I'm not listing them now because they're not as objectively good as the ones above, but if you don't want those, let me know why, and I'll try to find something else that works.
