My niece would love a laptop to play The Sims 4 for her birthday.
I found a refurbished HP EliteBook 840 G5 14’’ for 240€ which is within my limited 300€ budget.
Specs:
Core i5 - Gen 8 (U)
Integrated Intel UHD Graphics 620
16 Go RAM
256 Go SSD
Do you think it would run The Sims 4 with most DLC? And if not, do you know of any laptop under 300€ that would run it?

Pyshkopath This laptop should run Sims 4, but not very well, and performance might not be very good with most of the expansions installed. (Game and Stuff Packs and kits are much less of a problem.) The laptop is also old enough that it might not hold up for all that much longer, although it's always hard to say how long a given laptop will last.
I don't know where you're shopping, but a much better bet would be a model with one of these processors:
Intel i5-1135G7 or i7-1165G7
AMD R5 4500U or 5500U, or R7 4x00U or 5x00U
AMD 7000-series, any model
These have much faster graphics chips, they're newer (2020 release dates for the older chips, but the laptops may be newer than that), and the processors are better as well. I've seen used models available for under 300€ or the equivalent in a few different countries when shopping for other players, so hopefully you could find one too.
Get 16 GB RAM if you can, and if you can't, go for an AMD processor, as their graphics chips handle things better than Intel's do with single-channel memory. (Not all 8 GB laptops would be single-channel, but it's difficult to be sure, so safer to avoid the potential issue... unless you're up for upgrading the laptop's memory yourself.) 256 GB storage is enough for just Sims 4, even if 500 GB would be nice to have.
If you see a laptop you like with an Intel 12th-gen processor, ask me about it. Some have faster graphics chips than others, but there's no neat way to summarize which are which.
