Level up texts for toddler skills suddenly missing

How often does the bug occur? Every time (100%)
What is your current game version number? 1.61.15.1020
What expansions, game packs, and stuff packs do you have installed? All expansion packs except Island Living and Uni and every game pack except StrangerVille.
Steps: How can we find the bug ourselves? Have a toddler at your household.
What happens when the bug occurs? When the toddler reaches a new skill level, the previously showed text that the toddler reached a new skill level is missing. It only gives the sound that a new level has been reached but it does not show the text on the notification wall / in the middle of the screen when playing as the toddler.
What do you expect to see? It should be like before that the skill up is shown on the screen if I'm playing as the toddler or even on the notification wall.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes

Suddenly, the skill up texts for toddlers are missing. The respective text on the notification wall / in the middle of a screen is not shown anymore. The texts were shown before the last or the penultimate patch.
