life after a sim moves out

So in Sims 3, sims could live and make relationships and have children after you moved them out. Now I may be crazy, but when I move sims out it stops there. they don't get a job, they don't make relationships, and they don't have children. Is there an option to make this happen again? or maybe a patch of some sort?
