Light refuse to turn on during day

I have tried everrthing under the sun, nothing works, my lights refuse to turn on during the day, I have tried mods, no mods, reset lot with mods, remove mods and bulldoze lot and rebuild house from scratch, repair game still no mods, wtf?! No matter what I do or try, the lights will not turn on during the day but they work just fine during the night! 'feeling very angry'
