@Jadebabez86 There are a number of errors in your dxdiag that mention iCloud Photos, and the app can consume more resources than it should just running in the background. So try shutting it off before playing: hit crtl-alt-delete, select the Task Manager, look for any entries (maybe in background processes) that mention iCloud, click on whatever you find, and End Task. Then see whether the game works any better.
If that doesn't help, restart your computer and try again. You'll need to kill any iCloud services in the Task Manager again after the restart.
The issue may be that your laptop has only 4 GB memory installed. While that's supposed to be enough for Sims 4, in practice it often isn't, especially if you have a number of expansions installed. The problem is worse if you have any other apps running alongside the game, which is why a restart can help: it frees up all the memory that other apps might have reserved, that is as long as you don't reopen those apps.
If that doesn't help either, please try playing while your computer is completely offline. Restart first, then you can open Origin and put it in offlime mode before disabling wifi and/or unplugging the ethernet cable.
