@RSVSPAIN The second laptop is significantly more powerful than the first, which it sounds like you already know. But the first one should be able to handle all current Sims 4 content on ultra graphics settings too. An RTX 3050 mobile is more than fast enough for that and probably will be for the entire lifespan of the game, although we can't know for sure, of course.
If you want a more-powerful laptop for its own sake or are considering playing other demanding games, then the second laptop is the better choice. But it's not necessary for Sims 4. An RTX 3060 or 4050 would split the difference in both performance and price as well, for example one of these:
