Male Sims never pee first

How often does the bug occur? Every time (100%)
What is your current game version number? Newest as of March 1st, 2020
What expansions, game packs, and stuff packs do you have installed? I have every one as of March 1st, 2020
Steps: How can we find the bug ourselves? I honestly don't know. It happens with all male Sims, minus toddlers.
What happens when the bug occurs? The "use toilet" bubble always cancels its self. They'll go after you click "use toilet" again. But if you do two "use toilets" before they get to the toilet, they'll both cancels.
What do you expect to see? I expect my Sims to use the toilet without having me watch them, wait for it to cancel and then tell them to do it again.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
It's been a big for me since the game came out, honestly. Maybe a few patches in. It was never a big deal just annoying. I figured I'd finally post about it cause I've never seen a post or thread with my problems, just ones about males sitting down to pee. I don't know what else to say. It literally just cancels when a I tell a male sim to pee, but will work the second time. Nothing's in the way, no one else is doing anything. It's been happening for 2 1/2 years.
