Type in the cheat command after you enabled testing cheats: Sims.remove_all_buffs
i tried that as well as giving them new moods. Trying to remove all buffs does nothing (i did type testingcheats on and testingcheats true before doing anyhting) and changing their mood lasts about 30 seconds

I'm moving this to the tech forum as issues caused by mods are not supported by EA. You would need to talk to the creator for fixing that.
Anyways, the moodlet remove cheat was disabled a while ago and you need TwistedMexi's Cheat fix to activate them again. After that the cheat should work (google to find mod)
