@crinrictWhen I try to make a new household, the little window that pops up to finalize and set the family photo comes up, but when I click the check mark, the button is greyed out and it sat there for 15 minutes before I restarted, the game is not frozen as I am able to move my mouse and click on the X to close the window. as for Security software I am not sure I think I am just using windows defender or something. I am not using mods or CC.

You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.
@crinrictI reset the files, and that did not seem to work, how ever my partner took a look and noticed that the directory had somehow been un linked from my one drive, after having re-linked it the problem has vanished.
I am unsure how it became unlinked to begin with but it seems fixed now.
