Missing Welcome Wagon

Product: The Sims 4
Platform:PC
Which language are you playing the game in? Italiano
How often does the bug occur? Every time (100%)
What is your current game version number? 1.47.49.1020
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Starting a new game.
What happens when the bug occurs? The Welcome Wagon doesn't show up.
What do you expect to see? Welcome Wagon appearing again.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. 13 November Patch

I recently started a new game and the Welcome Wagon didn't show up to my sim's door.  I started many other new games to test some issues and I noticed that despite the time passing, the Welcome Wagon is missing.

    I've had one in my game (only one Sim showed up which was a bit sad but it still triggered).

    How long did you play ? Sometimes it takes a moment until it gets triggered depending on the time of day.

    For two whole sims-days, the time I spent to test the other issues. No one showed up, sadly, and the time of the days were all between 8 am and 4 pm. I placed the test sim in one of the cheap house of Willow Creek where usually someone showed up but not this time. My game is already repaired and with the cache cleaned.

    After moving to a new house I immediately got the Welcome Wagon with 3 visitors and bad fruit cake.

    I repaired my game once more and it works now!
