I've had this problem before as well. There are a few things that might solve it:
1. Make sure mods are enabled along with script mods (find on "options" at the sims startup)
2. Repair the game (right click on origin) and then restart it
When this was happening to me I actually took the "Electronic Arts" folder and put it on my desktop so I could easily access it...THAT was the problem!
- Take your electronic arts folder back to it's original place in your "Finder" (on Mac)
- Do not have the mod folder on your home screen or put in ANY other folder
- Restart the game and enable the mods
