Mods not "recognized". Tried almmost everything

Hopefully someone can help here! I don't know where else to turn ☹️ So here's my issue:

My game doesn't recognize my mods. I know EA ad Maxis don't really support them, but I feel I'm savvy enough to handle the job of making sure I keep them organized and updated. Any way, I have them enabled, and still none of my CC or mods show. This issue started right after downloading Cats and Dogs. Below is a list of what I've tried so far, detailed and in order.

  1.  There was a patch update release just before Cats and Dogs was released. I didn't update the game yet because I was waiting for Cats and Dogs to be released. So when C&D was released, I did what I'd normally do before any update. I removed my mods [and CC] folder, and in preparation, I deleted all my mods so I could just re-download them when the creators updated them. I kept all my CC, but put them on my desktop before I updated.
  2.  C&D was installed, and I also did the patch update at the same time. I opened my game and immediately jumped into CAS to see the new stuff that was added. My mods weren't enabled because I just updated, and I didn't wanna bother enabling them, exiting the game, restarting, and so forth ☹️ So I just made a pet and played around town.
  3. The next day I added just my CAS CC back into the game, enabled CC and mods, exited, and got back in. When I started my game my mods didn't show. I ignored it and went into CAS and none of my content showed. Then I went into Game Options int he menu just to make sure everything was enabled. I also clicked to see my CC list in game, and it showed none.
  4.  I did a batch update with S4S, and also made sure my S4S was updated. When doing this, it shows as nothing needs to be updated, or 0 files updated. Keep in mind this is just CAS CC, not furniture or building stuff.
  5.  I removed the folder again, and did a game repair, started the game, enabled CC and mods, and still nothing showed in CAS.
  6.  I removed CC folder by CC folder to see if I got a different result with CAS, and even got down to adding just one piece of CC to my mods folder and nothing else (besides my resource file), just for nothing to work.
  7.  On another note, I made sure my PC was up to date just in case that could've possibly had an impact?

Idk what else to try. I feel like I'm hitting a brick wall, and I really wanna play my game lol. Thanks to anyone who can offer some insight! 😃 I appreciate it

are cc/mods the only thing that are missing or do you also not see your saves anymore ?

Sometimes after patches, the game decides that your OneDrive folder is the much folder to use than the one in documents.

If you are using OneDrive, check if there's also a folder there and if so, if your mods show up if you put them there.

If that's the case, you can either use the oneDrive folder or turn it off and use the one in doc instead.
