Mouse click/hold/drag to scroll not working

Since the most recent June update, I am unable to scroll around using my mouse in live mode (click hold and move mouse) to move around my screen. I am only able to move around using arrow keys. Zoom in and out using < > is unaffected. 

This is on PC, and I have checked on several different lots in different worlds (based game and EPs). I do not and have never used CC or mods.

    Sorry I should have said zoom in and out using mouse clicker AND turn using < > are fine. it's purely the ability to effectively grab and scroll.

    This can be closed, my apologies. It was due to camera option. This works fine on Sims 4 Camera, l apologies.
