Mouse wheel isn't moving camera around

I think this issue started after I updated my game with the most recent update. 

I'm using a wireless Logitech mouse and I used to be able to press in the wheel and move the mouse to move the camera in a circle. I can't do that anymore. I'm able to zoom in using the same wheel, move the camera around, and edge scrolling still works. 

I've changed the batteries, turned off the Sims 3 camera, turned it back on, enabled windowed fullscreen mode. I also restarted my computer and the game a few times and repaired it in Origin, but nothing seems to work. 

I know pressing CTRL and moving the mouse does the same thing, but sometimes that doesn't work as well and it is a bit annoying. I would really just like to know why my wheel isn't doing it anymore.

    The update might have disabled the use of scrolling with the mouse wheel, I'm not sure. Do you use any cc or mods? (I'm not associated with EA I'm just another user trying to help.)

    I think it did have something to do with the update. 

    And I do use CC, but not mods. I last installed CC a few months ago and have played smoothly since then. This is a more recent thing. I'll remove some just in case and see if it helps. Thank you!

    I actually had installed some CC since the issue occurred. I removed it but the issue is still there.
