You need to let the game recreate the Mods folder and the resource.cfg file. Move the Mods folder to the desktop and start the game so they are recreated. Then you can start moving CC and Mods to it while testing that they work.

When I opened sims 4 it didn't recreate the mods folder, does it take time or does it happen immediately after?It happens immediately so this means that you are looking in the wrong place, Here is an easy way to find out which folder your game is using: https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/
