Can you check if you still have files in this folder: documents\electronicarts\thesims4\saves and documents\electronicarts\thesims4\tray ?
If not, can you check if you have any duplicate tray folder somewhere ? Maybe the folder got moved by accident.

I have 1 file save thing titled savegame-00000000faa20000-13.sav would that be it maybe?

Open windows explorer and browse to My Documents -> Electronic Arts -> The Sims 4 -> Saves. Please post a screen capture or the text list of files which are in this directory. If you don't see this directory or you've found that it's empty, you can try searching your entire computer for any file containing Slot_ or .save
If more than one person uses your computer, be sure that you're logged in with the windows user account which was originally used to install the sims and create your neighborhoods. If you've changed windows accounts, your save files might be under the documents directory for the other profile - this is unlikely if you don't login to windows with a password and don't share your computer.
If you locate those files at another location, it is possible to restore them even after you've started a new file.

Where did you find that ? In the scratch folder ?
Did you ever make a backup of your user files ? Do you have other people playing on your computer that might have messed with your files ?
If you have no other saves on your computer, there's not much you can do other than to start over.
For the future, I would recommend regular backups: http://sims4.crinrict.com/en/2014/09/backups/
Also turn off your automatic updates in Origin and make a backup before installing a patch: http://sims4.crinrict.com/en/2014/08/turn-off-automatic-updates/
