I've been having the same issue!
When I first got the game I had made a few households and houses, and the game was working just fine
So after a week of playing my sister and I decided to start downloading CC and when we did they worked fine. We would go into the game after downloading a few to check if they worked and they did so we continued downloading. When we went back into the game after downloading a few more, the game had completely reset itself and all of the stuff on my gallery was gone and there was no "Load Game" option. At first I was really shocked because all of my hard work was gone but then I got over that and decided to just remake all of it. When I went into CAS and looked through the content options,the option to use CC was not there at all. Though I found it really odd that when I looked through the Community Gallery that there was an option to show CC on creations that other's have made. I also checked to see if the Enable CC and Mods options were checked and they were. I also checked through the Mods folder and all the CC was there. I also uninstalled the game and reinstalled it to see if that would work and it didn't. I've tried moving the sims 4 folder to the desktop and then started the game to see if it would generate a new folder and it never did.
I looked up to see if anyone had the same issue and couldn't find anything that related to mine up until now.
If you happen to know how this happened and how it may be fixed, please let me know!

Do you have OneDrive on your computer? Make sure that the game is not using the OneDrive-folders. Try turning off OneDrive before starting the game.
You can check where the game saves your files by looking in your Game Options - Screenshot settings.
You can copy the path above and paste in in a reply here 🙂

One Drive is on my computer but I don't use it and its not signed into.
In my screenshot setting the location paths look exactly like yours

Okay so you have it installed but it's not on? Otherwise you should make sure it does not auto-start anyway or uninstall it as it's not very good too have lots of programs that you don't use and just take up space/memory 🙂
Okay, so this is what it said?
C:\Users\Username\Documents\Electronic Arts\The Sims 4\Screenshots?
If you take a new screenshot, does it show up in that folder? Also, do you have all your save files in
C:\Users\Username\Documents\Electronic Arts\The Sims 4\saves
And they do not show up in game anyway?
- Make a backup; copy your The Sims 4-folder from C:\Users\Username\Documents\Electronic Arts to an external drive or somewhere else on your computer, for example your desktop.
- Rename the The Sims 4-folder in C:\Users\Username\Documents\Electronic Arts to The Sims 4_backup
- Start the game, make a new save, then check your screenshot settings again, copy the path and please paste it or take a photo just so I can see and make sure.
- Exit the game, has the game made a new folder in C:\Users\Username\Documents\Electronic Arts
- If yes, contunue
- if no, please post here
- Start putting folders back in the new The Sims 4-folder.
- Options.ini - your game settings
- Saves - your old saves. The sub-folders are not needed. If putting these back causes problem, try putting one back at a time.
- Screenshots
- Custom music - if you have any
- Tray - your library objects; like lots, rooms and sims
- Mods - your mods and cc, might cause problems when putting back
If putting back one of the folders was problematic and you did not work it out, please post a reply and we'll see if we can find what your problem is!
