When I open the EA app it says my game needs to be repaired. I repair it but it still says it needs to be repaired, i've repaired it over 10 times but it never goes away. When I load my game and start a new one, it lets me make sims but when I try to load them into a house it won't load.

and restart your computer. Then see whether the next repair works.
When you say the App keeps telling you your game needs to be repaired, when does it do this, and what exactly does the error message say?
I updated my game and did everything you said but its still not working. So when I go to manage and see the repair button, I click it, and it repairs. But then when I go to manage right after, it still says it needs to repair, and it never goes away no matter how much i try to repair it. My game wont load when I try to load a world.
That the Repair option is there does NOT mean that it says you need to repair. The repair option is always present in case you need to repair it never goes away.
You say that you can create a sim in CAS but can not continue after that. This may be because of broken mods which is common after an update. Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
