Don't put back your CC to the game folder. The best-left mods folder on the desktop and play without CC and mods.
Your processor is a little bit too weak.
Check if there are new drivers for your graphics chip

If you are able to open the first page - Menu- in the game, there are three dots on the right-top - choose a game option and click it. Reduce all graphics settings from high performance to low.
