My Sims can't travel in the Sims 4

I know there is a thread on the map reloading when trying to load a family but that isn't exactly my problem so I'm going to ask separately. My games and families load fine but when I try to travel it sometimes doesn't work. I say sometimes because my sims can travel to work, and my detective has no problem traveling to the crime scene and back to the station. However when I tried to issue an APB it took me to the map. When I try to take her on a date, I get the map. When I try to travel to any lot using any way possible (phone, map, pressing M) it will not work and the map will just reload. Also the location I was trying to get to will then show as incomplete and have an orange triangle with an exclamation point above it. And then when I finally give up trying to travel and just want to play my sim on her home lot, it won't let me load the game, so I'm forced to exit without saving. Can anybody help? 

I haven't tried removing Mods yet since I have so many and it would take many trials to see which mod it is so I'm asking first to see if there's been a mod or mods associated with this kind of issue.
