My sims cant use the toilet anymore

My sims in sims 4 can't use the toilet since that update for the cats and dogs. The only opinion I have when I click on the toilet is upgrade, when I click on that, the rest of the opinions are faded out, cause my sims handiness skill is not at 4. When I got it at 4 I still can't use it cause it says I need parts.

I do have mods but already check them. I even removed the mod folder from the game and still the problem occurs, I don't have that toiletshowerbath_preference mod everyone is talking about, I'm lost I just don't know what to do.
