It is a solution provided by the hero puzzlezaddict
Close Origin, then hit Windows key-R and enter "services.msc" without quotes. Scroll through the long list to where Origin Client Service and Origin Web Helper Service are listed, and for each, double-click, select "Disabled" under Startup type and click Apply. Then try to download/update your games again. You may need to restart your computer to get it to work.

@MissGlitter04 I'm sorry if I misunderstand this, but did you mean to install the Sims 4 Legacy Edition, and this to be able to update the game? As I understand it, there are no possibility to update the game on the Legacy Edition:
https://help.ea.com/en/help/the-sims/the-sims-4/the-sims-4-legacy-edition/
The LE is made for 32 bit Windows (and some other reasons), for computers to still be able to play The Sims 4. If you do not know this info about your computer, you can do a dxdiag report of it and attach it to your post and I'll read it. Here is how:
https://help.ea.com/en-us/help/pc/how-to-gather-dxdiag-information/
If your computer can handle the game you can uninstall the LE:
Origin>right-click Sims 4 icon > Game Properties > Advanced Launch Options: click 64-bit on the menu.
Just let me know if I'm wrong, and I'll try to find solutions to you not being able to update your game. 🙂
