Have you deleted Sims 4 game cache files and the localthumbcache.package that can be found in the main Sims 4 folder [C:\Users\Username\Documents\Electronic Arts\The Sims 4]

Delete Cache Files

After clearing the cache files, create a new game to test to see if the issue still remains.
