@sakuraspark Please go back to Origin, at least temporarily, and try to download the packs from there. You can find a download link in this post:
Once the packs are downloaded and working in-game, you can go back to the EA App if you want.
If you can't download your new packs from Origin, please let me know what you see under each pack's description where the Download button should be (e.g. Buy Now). If you can download the packs but they don't show in-game, and you've launched the game at least twice, please look again for the EP09 folder, as well as GP09 and SP11, and let me know whether they're present.

I uninstalled the game and reinstalled it and finally the packs showed up.
But then after I bought yet another pack, the same issue happened. Do I have to keep uninstalling and reinstalling every time a new pack comes out? Ugh. I think it is because it does not auto download the brand new packs, but just shows them as purchased. So reinstalling them downloads all the packs again including the new ones. It takes forever to reinstall the game with so many packs.

@sakuraspark Does this happen if you use Origin rather than the EA App? If you can't download from Origin, please clear its cache and try again.

(This is different than clearing the Sims 4 cache files.) You can also clear the cache in the EA App, although it's less likely to help than if you use Origin at least temporarily.
If you still can't download the pack from Origin, clear its cache again, restart your computer, and launch the game. This may prompt Origin to automatically download the new pack. If it doesn't work the first time, try a second time; I've seen it take two launches of Sims 4 to start downloading missing packs.
