@nikkizay First, please clear the EA App's cache:

and restart your computer. Then repair the game: open your EA App game library, click Sims 4, and select Manage > Repair.
When you sign into the EA App, do your other packs show as owned? Please check under Sims 4 > Manage > Manage add-ons. If the packs show as owned, let me know whether they also show as installed.
If these packs are installed, but not showing in-game, let me know which ones are missing. And also let me know whether you still see missing textures in-game.
After clearing the cache, restarting, and repairing,
all my expansion packs say “Download” next to them. In-game content says installed.

@nikkizay So clicking the Download button does nothing? If that's true, please run searches for two or three of your missing packs. Open a File Explorer window, click This PC in the left panel, and enter the folder name for one of the missing packs in the search field in the upper-right corner. This is the full list of packs:

For example, if you're looking for Seasons, you'd search for EP05 . Wait for the search to finish, then make sure the full file path is showing under each result. If it's not, expand the window sideways as necessary. Take a screenshot using Windows key-shift-S and attach it to a reply here. Then repeat for one or two more packs.

even after downloading the packs they still do not show up in game. I am attaching the screenshot of the file path

@nikkizay Make sure the EA App is closed and the EABackgroundService is NOT running in the Task Manager. Go into C:\Program Files (x86)\Origin Games and either delete the Sims 4 Create a Sim Demo folder or rename it. There's really no point in having it present since the CAS demo doesn't work anymore, but you don't technically need to delete it if you want to keep the files for some reason.
Next, go into C:\Program Files\EA Games\The Sims 4 and delete the EP14 folder. Clear the EA App's cache:

Open the App, and download Horse Ranch again, which you can do through Sims 4 > Manage > Manage add-ons.

I did the following and still not showing. I don't know what I am doing wrong!

@nikkizay Clear the EA App's cache again, then repair the game again. If your current save is still affected, please test a new one and let me know if it's also affected.

I tried deleting EP05 this time and still the same result ☹️

@nikkizay Alright, it's time to do a clean uninstall and reinstall. Here's how:
- Put aside your Sims 4 folder in Documents\Electronic Arts and rename it to something that doesn't include the words "Sims 4."
- Download Revo Uninstaller (the free version is fine) from here.
- Launch Revo, select Sims 4 from the list, and click Uninstall.
- Once the game is uninstalled, select "Moderate" under "scanning modes," and click Scan.
- Review the list, in case there's something you want to save; otherwise, click Select All, and then Delete.
- Close Revo, and restart your computer.
Uninstall the EA App with Revo as well. I don't have instructions for that at the moment, but the process should be straightforward. Restart again when you're done.
Install the EA App, then create a new folder into which you'll install Sims 4. The folder should be on the root level of the drive of your choice, for example C:\Games is fine, but not C:\Program Files\Games.
Test a new save first, making sure that all your packs' content is loading properly. If it is, you can restore your old Sims 4 folder, the one that was in Documents > Electronic Arts, and pick up where you left off.
