@javonne87 You'll always have two Sims 4 folders on your computer, one for the game's program files (wherever you install it) and one for the user data (in Documents > Electronci Arts). The Data and Delta folders are part of the game's program files, so you wouldn't find them in the user folder. And you wouldn't want to transfer them anyway since they were recreated when you installed the game on the new computer.
In general, when people talk about transferring files, they're talking about user files like saves and are therefore only referencing data in the user folder. Here's a description of everything in that folder, in case you're curious:
