If you can't move them out of the house, try doing so from the neighborhood window as opposed to within the game. (Sometimes events occurring on the lot can interfere with lot-specific actions, such as traveling, moving in/out of household, and adopting.)
Here's a step-by-step process: (These are PC steps; if you use another version, you'll have to specify.)
1: Go to the Neighborhood Menu, select the "Manage Households" button on the upper-right.
2: Locate your household in the "My Households" list.
3: Select the "Transfer Sims Between Households" option. (It looks like a left/right pair of arrows.)
4: Select the household you want to move the Sim to in the list it provides. (If you want to have them as their own household, click the "Create New Household" button at the top. Note that if you do this, your new household will not be in the world as of yet, and you'll have to move them into a lot like any new household.)
If you are using mods that affect household management, make sure to follow @kreatora 's suggestion to handle conflicting mods.
