No pack selection??

Is it normal I don't have the pack selection option? Has it been removed? (I have the latest version of the game)

    JuniperPRDX​  Yes, this is normal.  When the Marketplace was launched in March (for PC/Mac anyway), the pack selection function was moved to Marketplace > My Collection.

    Your selection is still tracked in UserSetting.ini, in Documents > Electronic Arts > The Sims 4, in case you're unable to activate or deactivate certain packs the standard way.  Deleting this file reenables everything.
