No Protesters in City Living

I am trying to complete the city life aspiration but for some reason I do not have any protesters in my city living game. I have waited hours in uptown sitting in a char, doing a speech at the podium. I've waited while painting in the arts district. I've waited while hanging out in the spice district. I even made a political sim hoping she would go protest places without me telling her to do so. But that isn't happening. I'm kind of at a loss at this point. I'm about to make my political sim live with my city sims just so they can complete this aspiration. But I really would rather just figure out why my game is doing this in the first place because when I talk to other simmers they're like "whaat? you can't find protesters! I see them all the time" and I don't, ever. So at this point I'm just annoyed and unsure what to do besides just having political sims live with city sims.
