no sims walking around my neighbourhood

Hi so lately there is not sims walking around my neighbourhood at all!! like none and when i invite any sim over it says they're coming but they never come and my neighbourhood don't visit me at ...

    Did you check in manage households if there are any households there ? Do people live in houses ?

    Are you using mods in your game ?

Can you explain about managing household to me? All i can do is change the active household, but i have never changed the originals so not sure if this applies to me or not?

    There's an icon with Sims in the upper right corner of map view. 

    That's the household manager.
