Hello,
After new update which was released I think tuesday with daily log in rewards, I cannot open my game. I just hit play on ea app and it will not start, it will be in the background. The cause of this is norton, it blocks the launch. Adding sims 4 to exceptions list does not help.

This was happening to me too, you need to add TS4 as an exception (I'm not sure how to do it on Norton, so look it up and hopefully you can find something). That helped me to actually open the game, but since then I've had a load of other issues that mean I can't actually play which I'm not sure how to fix yet.
If just adding as an exception doesn't work, you can try repair the game (Open the game menu on the EA app - manage - repair) and see if that works 🙂
