Not giving the option to lock doors

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? EP04: 1.assets.ml-ep04.158
What expansions, game packs, and stuff packs do you have installed? All of them.

What happens when the bug occurs? I want to lock the doors of the dorms so only certain sims can enter each dorm. It does not even give me the option to click on the door to lock it.
What do you expect to see? To be able to click on the door and have the option to lock it.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I want to lock the doors of dorms so sims can only go into their assigned dorms. It doesn’t even let me click on the door let alone have the option to lock it. This problem only seems to happen on the university lots. 
i have seen other people lock doors on their university lots so i’m pretty sure it isn’t normal.
