    Worked it out, it was the household size left over from master controller. Raising the total sims allowed on lots with the controller fixed the issue

@arriann2009 Have you been using a mod to have more than 8 in your household and if so, how many do you have have in your household ?

Do you have NPCs in the household manager being generated or is that empty ?
