Am I supposed to buy it as a gift and somehow gift it to myself? Did they make it to where you have to team up with a friend and gift it to each other for some reason?

I was able to fix the same issue you describe with by doing this:
1. Go to the page where you see the 2 options to purchase as a gift or buy the digital deluxe edition
2. Scroll down to the bottom and you should see button "Store Preferences"
3. The only option you will have is to change the "Country/Region". I changed it to "United Kingdom". Then hit "Save".
4. Proceed with trying to "Get the game" again. This time you should have "Get the game" (or something like that) option instead of purcahse as gift.
5. When you hit the button though you will receive warning that you cannot buy the game due to the change in the settings and you will be asked if you want to be returned to your home region to proceed with the purchase. Confirm that and then the page will refresh, and you once again have to go through the process of "get the game" but this tird time you should actually be able to add it to you library.
Hahah :D I know its weird fix but it worked for me so I just decided to share. hope it helps🙂
