Only one of my sims won't cook or clean

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.51.77.1020
What expansions, game packs, and stuff packs do you have installed? None
Steps: How can we find the bug ourselves? I'm not sure, it just happened as far as I know
What happens when the bug occurs? I tell one of my three sims to either clean up plates specifically or cook and the action either doesn't show up even after I tell her a few times or appears and disappears. (for the cooking she usually takes out the ingredients but won't cook)
What do you expect to see? She should finish cooking meals and clean up the dishes she uses.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

I have a family of three sims and the other two will clean up plates and cook but only one sim won't and she's the one with a culinary goal so I'm a bit worried. 

I have restarted the game, rearranged the kitchen several times and I've gone onto origin and right-clicked on sims to repair the game too. 

At one point the extractor was in the wrong place and once I fixed it everything was fine, but now it's just her. I wouldn't be so worried if she had a different goal.

There has also been a case where she took the ingredients out of the fridge, then placed it on the floor and I could get one of the other sims to finish making the dish.

I have no idea what to do. I'd appreciate some help...
