@kandykane123  Right, but they're not working because they're not installed.  So you need to reinstall them through the EA App, as described.

@kandykane123  Please post a screenshot of what you see when you're trying to download the packs.  You can click Windows key-shift-S and drag your cursor over the part of the screen you want to capture.

@kandykane123  Okay, I'd like to see whether there's a difference between your Steam- and EA App-owned packs.  Please run the same search as before (the one I described in post 2), except search for SP09 , SP16 , and GP05 , and post the results.

@kandykane123  Okay, so Tiny Living (SP16) is installed correctly, and GP05 (Parenthood) is not.  I can't tell either way with Vintage Glamour because you searched in Home, not This PC, but it doesn't matter since the EA App somehow thinks Parenthood is installed.  It might help to clear the EA App cache:

    https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/

and repair the game in Steam: open your Steam library, right-click the Sims 4 icon, and select Properties > Local files > Verify integrity of the game files.  But if not, you'll need to do a clean uninstall and reinstall of Sims 4:

    • Put aside your Sims 4 folder in Documents\Electronic Arts and rename it to something that doesn't include the words "Sims 4."
    • Download Revo Uninstaller (the free version is fine) from here.
    • Launch Revo, select Sims 4 from the list, and click Uninstall.
    • Once the game is uninstalled, select "Moderate" under "scanning modes," and click Scan.
    • Review the list, in case there's something you want to save; otherwise, click Select All, and then Delete.
    • Close Revo, and restart your computer.

Uninstall the EA App with Revo as well.  I don't have instructions for that at the moment, but the process should be straightforward.  Restart again when you're done.

Install the EA App, and before reinstalling Sims 4, see whether the App somehow thinks it or the packs are somehow installed.  (Check Manage > Manage Add-ons again.)  If the App does think any packs are installed, stop here and let me know.  Otherwise, install Sims 4 through Steam, along with your owned packs, and then install the packs you own from the EA App.
