Are any other sims at the bassinet or going to the bassinet at the same time? Do the actions just cancel, or does the sim wave as if she can't reach the bassinet?
Often when a baby cries, all sims nearby will get a push to meet the baby's needs. This means NPCs as well, and they can block your sim from using the bassinet.
There were no other sims at the bassinet and the mum does not wave. None of the sims seem to react at all when the baby cries, which is why I was manually trying to intervene and queue actions for the mother but they get an X through them and disappear from queue.
