taffyan Do you have any files in ConfigOverride, inside Documents > Electronic Arts > The Sims 4? If so, please remove them and check the version number again. It's possible the game is fully updated and is simply reporting the wrong version due to an old file in ConfigOverride.
As for updating manually, you shouldn't need to do so. You can also repair (Steam > Sims 4 > Properties > Installed Files > Verify integrity of game files), which will give you the updated version. But this won't help if the problem is that the game is reporting the wrong version.
