adleyamanda This isn't a very good configuration for Sims 4 because its processor and especially the graphics chip are underpowered for the game. That doesn't mean you couldn't play at all, only that the results would probably not be what you're hoping for.
Do you specifically want an all-in-one computer, or are you open to a laptop or a traditional desktop? If the latter, do you have a monitor you could use, or would that need to be part of the budget too, and if so, would you be comfortable buying a secondhand monitor locally, e.g. from Craigslist or Facebook Marketplace? I ask because decent used monitors can be cheap, and although new ones aren't that expensive either, there's a difference between paying $30 and $100 for one.
Doesn’t have to be all in one but would be cheaper. I was looking at mini pc too. And no I don’t have a monitor and have looked secondhand with no luck.
